Introduction

About policy lab

The policy lab is designed for policymakers and researchers whose work is to engage citizens, NGOs, institutions and companies in policy. Inspired by the Design Thinking methodology, this bottom-up approach helps to co-design policy recommendations with stakeholders in order to change their behaviours and have an impact in everyday life. Built as 10 steps that be taken globally or separately, this guideline is meant to be applicable to any country, any sector, with different focal points to accommodate for local circumstances.

Data analysis

Analyse technical, political, environmental, and socio-economic data and identify barriers.

ISM Mapping

Apply the ISM methodology to understand the different contexts that influence the way people act every day.

Policy Mapping

Map existing policy options and interventions to encourage the target behaviour.

Ideation

Identify gaps not covered by existing policies and ideate how these gaps can be addressed.

Classification

Classify the ideas generated during step 5 according to the type of policy intervention.

Selection

Apply a set of criteria to select the best ideas.

Community

Engage key stakeholders to assess the ideas generated.

Priorise policy option

Apply a general qualitative prioritisation to select the policy options to be developed.

Develop a mix

Develop the selected mix of policy options.

WE.ACTUM is an open platform dedicated to the co-creation of energy policies. Funded by the European Union's Horizon 2020 ENTRUST project and with "energy citizenship" at its heart, WE.ACTUM is designed for citizens, researchers and policymakers alike. The platform supports a democratic and transparent process via its policy lab, enabling citizens to propose and vote for energy policies. The platform also provides policymakers and energy experts with an energy policy database, offering detailed information on both national-level and sector-specific energy strategies.
